In the city below the skyline, debt couriers sell fragments of sleep, memory and attention to stay alive. Above them, the Horizon renders a perfect neon future for subscribers who never have to touch the streets that power it. When courier Vale is hired to deliver a stolen memory chip, he learns that Horizon is not predicting tomorrow. It is harvesting the imagination of the poor and packaging it as luxury escape for the people who own the city.
